「久しぶり!」 と言うときのカジュアルな表現です。
(It’s a casual way of saying “Long time no see!”.)
stranger 「知らない人」という意味です。
Hello, stranger! 「こんにちは、知らない人!」
つまり、「知らない人に見えるくらい久しぶり!」 という意味で
(In other words, it’s used to mean “It’s been so long since I’ve looked like a stranger!”)
