Lebanon rocked by second day of exploding devices

People in Lebanon have been caught up in a second day of deadly attacks using mobile devices laced with explosives. Investigators are trying to determine who did it, and where the products came from.
Portable devices including walkie-talkies detonated on Wednesday. Authorities say 25 people were killed. And on Tuesday, hundreds of pagers exploded, killing 12. In total, the attacks injured more than 3,000.
Lebanon-based Shia Muslim group Hezbollah blames Israel and hinted at a retaliatory attack. But Israel is yet to comment. The two sides have been exchanging cross-border fire for months.
People in Israel have been forced to evacuate from the border area with Lebanon due to fighting. On Wednesday, Israeli Prime Minister Benjamin Netanyahu said they’ll be able to return safely to their homes. But the exploding devices in Lebanon are raising fears of an escalation.

be caught up (in) -「～にとらわれる、（自分が意図しない事態などに）巻き込まれる」です。「（何かに）夢中になる、熱中する」という意味もあります。この文では、caught up in … deadly attacksで、爆発物が仕込まれた携帯機器を使った攻撃にレバノンの人々が巻き込まれ、死傷者が出たことを伝えています。
deadly 「死者を出した、致命的な、死に至らしめる」という意味です。
mobile 「携帯用の」という形容詞です。mobile devices laced with explosives 「爆発物が仕込まれた携帯（通信）機器」です。
動詞としての lace 「（飲み物などに酒や薬物、毒を）少量加える」や「（何かに）～を組み合わせる」
ここではmobile devices「携帯機器」にexplosive「爆発物」を仕込むことを表しています。
portable device 「携帯機器、持ち運び可能な機器」
walkie-talkie 「携帯用無線電話機、トランシーバー」です。英語の transceiver は transmitter（送信機）とreceiver（受信機）を組み合わせた言葉で「無線送受信機」を意味しますが、日本語で言う携帯型の「トランシーバー」を表す言葉としては、walkie-talkieが一般的です。walk（歩き）ながらtalk（話す）ための機器、といった意味です。
detonate 「爆発する」です。なお、他動詞として「爆発させる」です。

ポケベルは、まだ携帯電話がなかった時代に外出先の相手を呼び出したりメッセージを伝えたりするのに重宝しましたが、携帯電話の普及とともに需要が減少し、日本でのサービスは２０１９年に終了しました。( Pagers were useful for calling people on the go and relaying messages when cell phones were not yet available, but demand for pagers declined with the spread of cell phones, and service in Japan ended in 2019.)
explode 「爆発する」です。センテンス１には、関連語のexplosive「爆発物」が使われています。

-based 「～を拠点とした、～に本部を置く」で、…の部分に地名を入れて使います。Lebanon-based 「レバノンに本拠地が置かれている、レバノンに本拠地がある」です。be based in Lebanonとしても同じ意味です。
Shia Muslim 「イスラム教シーア派（の）」を意味します。「シーア派教徒」などの意味ではShiiteのつづりも使われます。一方、「イスラム教スンニ派」ならSunni Muslimなどと表記されます。
Hezbollah「ヒズボラ」は１９８２年、レバノンに侵攻したイスラエルに抵抗する民兵組織として発足しました。国内では政党としても活動して国政に強い影響力を持つほか、戦力は政府の正規軍をしのぐとも言われています。
blame 「（事故や問題などを人や物事など）～のせいにする、～に責任を負わせる、非難する」という意味です。この文では、blames Israel (for the attacks)のように、カッコ部分が省略されています。blame gameなら「非難合戦、（双方の）責任のなすり合い」で、play a/the blame game「非難合戦をする、責任のなすり合いをする」のように使われます。
