It’s time to go. The meeting’s about to start. It’s time we went. The meeting started 20 minutes ago.
We use ‘It’s time to go’ when the time has arrived for us to do something. The meeting’s about to start. It’s time to go.
But we use ‘It’s time’ with the past tense. It’s time we went to make it more urgent. We’re late doing something that should have already happened.
So even though we’re using the past, we’re not really talking about the past. Careful! We don’t say ‘It’s time you go’.
You can say ‘It’s time to go’, ‘It’s time for you to go’ or ‘It’s time you went’. Now try to make this more urgent.

It’s time we went. 会議は20分前に始まっています。
“It’s time to go” は「今まさに〜する時間が来た」という意味で使います。
会議が始まりそうです。今行くべきです。
一方、”It’s time” + 過去形（It’s time we went）は、より緊急性を表します。
「もうすでにやっておくべきだった」というニュアンスです。
つまり、過去形を使っていますが、本当の過去のことを言っているわけではありません。
注意！「It’s time you go」とは言いません。
正しい言い方は、
It’s time to go.
It’s time for you to go.
It’s time you went.
