これは日本ならではのきめ細かさが表れた部分だと思いますが、大雨などで電車が遅れているときは、何分遅れているかまで詳しく案内してもらえますよね。 (I think this is a reflection of Japan’s unique attention to detail, but when a train is delayed due to heavy rain, etc., you will be given detailed information on how many minutes the train will be delayed.)
英語で遅延を伝えるとき、 The next train will arrive four minutes late. (次の電車は4分遅れで到着します) と詳しく言うこともできますが、
災害時にはよりざっくりと running late を使って The trains are running late. と言うと、電車のシステムになじみのない人にもすぐに伝わるでしょう。

では、電車が「動いていない、運休している」を英語で言うと? The trains stopped running.not running
The trains aren’t running. と言うと伝わりやすいでしょう。
今回の表現は電車に限らずバス、フェリーなどにも使えます。交通機関全体についての説明なので、 trains buses、 ferries のように、名詞の複数形を使って文を作りましょう。
