I’ll tell you what も文法的にはちゃんと習いませんが、会話ではしょっちゅう聞きますね。
1). 「こういうのはどう?」 と話を切り出したいときの I’ll tell you what.
-Dialogue
Thelma has suddenly has an idea. She shares it with her roommate, Emily.
テルマはルームメイトのエミリーに、あることを思いついて話しかけます。
(Thelma talks to her roommate, Emily, about an idea.

allergic アレルギーの

I’ll tell you what. We should get a cat.
No way. I’m allergic.

I’ll tell you what. (=Tell you what.)
こういうのはどう?

テルマはペットを何か飼いたいと思っていました。 猫かな、 犬かな、と思案中
(Thelma wanted to have some kind of pet. I’m wondering if it’s a cat or a dog)
そこで、ルームメイトのエミリーにちょっと聞いてみようかなぁ、(So, let me ask my roommate, Emily,)というキモチになり、 I’ll tell you what. と言って話を切り出しています。

夕飯何にしようかな？ ピザはどうか、テルマに聞いてみよう
Tell you what? How about a big pizza for dinner?
Why not?

2).「じゃあ、こうしよう」と妥協案を出したいときの I’ll tell you what.

Olivia is in love with Emily’s hat, and wants it a lot.
エミリーが最近買った帽子が気に入ったのでオリビアが譲ってほしいと頼んでいます。
